.CUT isn't a standard format. Here's what you can do based on where the file came from:
1. From CorelDRAW
Most .CUT files are just CDR files with a different extension. Rename .cut to .cdr, open in CorelDRAW, and export as AI/EPS/PDF — fully editable.
2. From Laser Software (RDWorks, LaserCut, etc.)
These are toolpaths, not designs. They don't convert directly to AI. Export as DXF or PLT from the original software, then open in Illustrator and touch up manually. Note: curves may become polylines, layers/colors will drop, and text won't be editable.
3. From Legacy/Proprietary Software
Private format with no export option. No conversion possible — you'll need to redraw it.
