Laser rust removal power ratings, are they peak pulse power or continuous?

For pulsed IR laser rust removal systems i've seen various power ratings, such as 2kW.
Is this 2kW the peak pulsed power? or 2kW continuous power with a peak pulse power in the hundreds or thousands of kW?

      The rust laser remover is a continuous 2kW focalised 1.064 nm fiber laser . You can use a 500W CW fiber laser only the speed of rust removal is lower !
