strange problem related to kerfs

I am working on a lantern. Specifically the top and bottom. It has an outline to cut. An then the slots inside that. I worked out the kerf. And tested using a standalone slot. Worked fine.
Originally the slots and the outer cut were on the 00 layer. I applied the kerf to the 00 layer. Cut and the kerf had no effect. Worked all day playing with it and nothing. No matter what kerf I applied on the 00 layer the slots didn’t change. BTW there were no open paths.
Then I did some experimenting. I put the slots on the 01 layer and applied the kerf. Put the 01 layer top of the order. It worked.
So it seems the kerf wouldn’t apply on an inner component. It wouldn’t apply on the slots within the outer cut if they were on the same layer.
No problem now that I know how to handle it correctly. But is this behavior by design?

      Kerf offset applies to the entire layer. Since you placed the slots on the same layer as a closed perimiter, the kerf applied, but opposite of how you expected it to. If you had applied a positive kerf offset instead of negaitve, or vice versa, the kerf would have acted as expected. Placing the slots on their own layer is the best way to ensure that kerf offset acts as expected.
