RDWorksV8 defaults to cutting blue lines first

There's usually a list of stuff on the right of the screen. It'll have user/doc/move and all sorts of editable parameters, including the order of all colours/layers. Just change the number of a layer from 3 or 4 to 1, for instance.

Every time you import a new file, RDWorksV8 regenerates layers according to its own set of rules and places the blue layer at the forefront, so you need to make repeated adjustments.
