Need help with the fill option

I am attempting to create an image that has a filled in area, with unfilled circles. I attempted to use “line” on the circles, but it doesn’t recognize them and fills the areas in anyways. Suggestions?

      Move the circles and perimeter to the same layer. Areas that overlap within the same layer will be become negative space.
