Laser moves but does not work

I encountered a problem using a laser cutting machine. Using an industrial chiller, everything is cooling properly and all shafts are working properly. I have used different files, even those I have already completed before. It is doing all the work, but there is no work. This machine is newly purchased, can't it break down?
