Not engraving/cutting the correct size

"The only settings I have changed is changing my $101 to 63.75 for engraving on a rotary."

This is exactly the cause of the issue. $101 sets the steps/mm for the stepper motor. By changing this you’ve changed the amount the controller thinks it has to move the stepper motors for it to reach the specified distance.
You’ll need to revert this to your original setting to correct this. What value this is depends on your particular machine.
Typically this value is the same for $100 and $101 so you could try changing $101 to match $100.
If you changed this using Edit->Machine Settings you may be able to revert to an older version in File->Load Prefs Backup.
If neither of those approaches work you can calibrate the axis using Edit->Machine Settings->Calibrate Axis.
