Two part question: 1. how do I turn on the ability to change the Z-axis height in ‘move’? 2. Does it have to be in mm?

As long as Z-Axis is enabled in Edit->Device Settings you should be able to do this.

        : "Does it have to be in mm?" No. Distance will be based on your preferred units in Edit->Settings.
