Outline lettering over fill

So I want the yellow to fill, but the red lettering to just be line a with no fill. How is this achievable if it even is?

      1. Duplicate the text, place the duplicate on the same layer as the background. That will function to “hollow out” the background
2. For the original text, set to line. Seems it’s already set that way but confirm
