How to allocate the color clipping parameters at the bottom of the screen?

In Edit → Settings → File Settings, make sure Load Default Layer Settings on New or Restart is turned on.

In the Cut Settings Editor for each layer you want to change, set the values as you like, then click the Make Default button at the bottom of the editor window.

With that said, you might find the Material Library easier to manage, because it gives you the ability to have named cut settings. I use only a few layers with cheerful primary colors and assign the appropriate settings from the library for the materials & operations appropriate to the project:

Black = engrave
Red = cut
Blue = special engrave
and so on
