The most likely lapse given this information is that you have set the user interface for inches.
9.0 inches is 228mm.
Please click Edit, then Settings, then about halfway up the left side of the window, under Units/Grids please set this for mm/min (mm per minute).
Please click OK at the bottom of the window to confirm the selection
If this was the cause, you will have to rescale your circle in your your work area. You may also have to resize the work area in the top right corner of the Device settings window.
